Grant Description
Cooperative agreements to USA and territories IHEs, nonprofit and for-profit organizations, agencies, and Tribes for research related to clean energy for all types of vehicles. Applicants are required to submit a concept paper and complete required registrations prior to applying.

This funding opportunity announcement (FOA) seeks research projects to address priorities in the following areas: the cost-effective deployment of EV charging for those without easy home charging; innovative solutions to improve mobility options for underserved communities; community engagement to accelerate clean transportation options in underserved communities; batteries and electrification; materials technologies; mobility system supporting public transportation; advanced vehicle charging solutions, dimethyl ether engine for off-road applications, hydrogen combustion engines, to improve fuel economy and reduce GHG emissions with the goals of carbon pollution free electricity by 2035 and net-zero of GHG emissions by 2050.

  • Unrestricted (i.e., open to any type of entity below), subject to any clarification in the text field entitled "Additional Information on Eligibility"

Additional Eligibility Criteria
For-profit entities, educational institutions, and nonprofits that are incorporated (or otherwise formed) under the laws of a particular state or territory of the United States, have majority domestic ownership and control, and have a physical location for business operations in the United States are eligible to apply for funding as a prime recipient or subrecipient.

State, local, and tribal government entities are eligible to apply for funding as a prime recipient or subrecipient.

Nonprofit organizations described in section 501(c)(4) of the Internal Revenue Code of 1986 that engaged in lobbying activities after December 31, 1995 are not eligible to apply for funding.

DOE/NNSA FFRDCs are eligible to apply for funding as a subrecipient, but are not eligible to apply as a prime recipient.

DOE/NNSA FFRDCs are not eligible to apply for funding as a prime or subrecipient for AOI 1a and AOI 2.

Non-DOE/NNSA FFRDCs are eligible to apply for funding as a subrecipient, but are not eligible to apply as a prime recipient.

Non-DOE/NNSA FFRDCs are not eligible to apply for funding as prime or sub recipient for AOI 1a and AOI 2.

Federal agencies and instrumentalities (other than DOE) are eligible to apply for funding as a subrecipient, but are not eligible to apply as a prime recipient.

The application process will include two phases: a Concept Paper phase and a Full Application phase. Only applicants who have submitted an eligible Concept Paper will be eligible to submit a Full Application. Applicants are strongly encouraged to submit their Concept Papers and Full Applications at least 48 hours in advance of the submission deadline.

Registration Requirements: There are several one-time actions that must be completed before submitting an application in response to this Funding Opportunity Announcement(FOA) (e.g., register with EERE eXCHANGE.gov, register with the System for Award Management (SAM), obtain a Unique Entity Identifier (UEI) number, register with Grants.gov, and, if selected for award, be registered in FedConnect). It is vital that applicants address these items as soon as possible. Some may take several weeks, and failure to complete them could interfere with an applicant’s ability to apply to this FOA.

Applicants are strongly encouraged to submit their Concept Papers and Full Applications at least 48 hours in advance of the submission deadline.

EERE will accept only new applications under this FOA. EERE will not consider applications for renewals of existing EERE-funded awards through this FOA.

Cost sharing is calculated as a percentage of the Total Project Cost. FFRDC costs must be included in Total Project Costs.
